Web-based socio-economic e-reporting system

Description

Electronic Household Books is a data-entry system for household books (i.e. accounts)  maintained at municipal and jamoat (sub-district level of the government) levels that electronically facilitates the reporting and sharing of socio-economic indicators with the data warehouse of the central Agency on Statistics. Electronic Household Books collects the data of enterprises throughout the country and periodic statistical data on economic activity, prices, foreign trade, industrial and construction activities, agricultural, fishery and forestry activities, and climate and natural disaster information, among others. The move from paper-based Household Books to an electronic form is a part of the "Modernizing the National Statistical System in Tajikistan" project being implemented by the Agency on Statistics under the National Strategy for the Development of Statistics (NSDS) for 2021–2030, financed by World Bank. The project was launched in November 2021 when the Electronic Household Books system was tested and introduced in three districts in Tajikistan, and will conclude in December 2025 with a view rolling out the system across the entire country. This initiative is the first step towards the establishment of an electronic Population Register.

The Electronic Household Books system is a web-based e-reporting tool that forms part of the national statistical system, supporting the direct submissions of reports at municipal and jamoat levels to the servers of the Agency of Statistics Data Centre. World Bank plans to improve the Agency website to facilitate access to reports and relevant sectoral and anonymized micro-data from surveys, all in open data formats. Aside from the manually downloadable features, the open data sets would also be made accessible via APIs. The datasets available for download would depend on the Agency’s data policy.

Considering only agricultural space, among the users of the app are farmers and farms that submit their monthly, quarterly and yearly reports (volumes, crops, sold production and other information) electronically to the local jamoat and district-level governments. As of September 2022, some 78 percent of jamoats have switched to Electronic Household Books.

This is a public service and so can be accessed free of charge by farmers.

Impact

Shifting from paper-based household books to electronic ones and introducing an e-reporting system to aid mandatory reporting can reduce the reporting burden of users, improve the quality, availability and timeliness of regional agricultural statistics, and increase the coverage and transparency of data. The creation of more accurate statistics can support the improvement of social and economic policies, address spatial disparities and minimize inclusion and exclusion errors, while improving the quality and accuracy of agricultural, fishery and forestry, climate and natural disaster statistics. Electronic Household Books can collect data on sex, age group, disability and other variables, creating the basis for the Electronic Population Register.
