European Neighbourhood Programme for Agriculture and Rural Development (ENPARD) is the EU’s flagship programme supporting agriculture and rural development in Georgia since 2013. The programme aims to reduce rural poverty and strengthen agriculture by supporting government reforms, farmers’ organizations, and rural economies. Technology
Within the European Neighbourhood Programme for Agriculture and Rural Development (ENPARD) in Georgia, digitalization is addressed through several interconnected areas that support the modernization of rural economies and the agricultural sector. 1) investments in digital infrastructure and rural connectivity; 2) promotion of digital skills and rural digital inclusion; 3) support to start-ups, agribusinesses, and rural enterprises in adopting digital solutions, improving supply chain management, marketing, and business operations; 4) advancing digital governance and public services, supporting institutional reforms and the modernization of agricultural administration; 5) facilitation of digital data and mapping initiatives, such as digital agricultural mapping and data systems that support evidence-based decision-making and more effective rural development planning; 6) digitalization is also embedded in community-led rural development through the LEADER approach.
Target
ENPARD supports smallholder farmers, rural communities, producer groups cooperatives, women and youth in agriculture. The programme also works with public administrations, civil society and private sector actors engaged in rural development, service delivery, capacity building, and agricultural policy reform.
Business model
ENPARD is funded through European Union development financing and delivered through grants of technical assistance and capacity building partnerships. Based on available resources online and European Commission data, Georgia has been allocated EUR 517 million.
Impact
As of December 2025, ENPARD Georgia has supported 186 activities across the country. The initiative aims to build capacity and support government institutions in the reform of the agriculture and rural development sector, as well as improve employment and living conditions of rural populations by strengthening farmers’ cooperation skills and access to resources.
