Multi-annual funding project supporting agricultural competitiveness and rural development

Description

The project Instrument for Pre-Accession Assistance for Rural Development (IPARD) III 2021-2027 Programme in Albania is the European Union’s financial support to improve competitiveness, sustainability, and alignment with agricultural standards. The project is a multi-annual funding programme established by the European Commission to support rural development and the agri-food sector in candidate and potential candidate countries of the European Union. It is designed to help those countries align with the EU’s rural development and food systems policies, thereby contributing to improved agricultural productivity, food security and rural livelihoods.

The project supports the mechanisation and automation of agricultural production. Investments include wine producing equipment, agricultural farm tractors and aggregates, specialised tractors for citrus among others. The programme also supports forestry-related measures such as M11 on forest establishment and protection

The project will benefit all types of farmers in the country, alongside agriculture cooperatives, civil society organizations, and the public sector. National IPARD programme consultants can assist all applicants in terms of guidance in type of investments, the criteria needed to be eligible for the support, and the timetable of the calls for application. Private sectors such as investors, technology and service providers as secondary targets can also gain advantage over the development of rural and agriculture sectors as the country increases its competitiveness, sustainability, and agricultural standards.

The programme is financed via budgetary allocations from the European Union for the period 2021-27 with to total amount of EUR 990 million indicative allocation, co-financed by national public funds of beneficiary countries. Applicants can receive investments in physical assets of agricultural holdings from EUR 10 000 to EUR 500 000, while investments for physical assets concerning processing and marketing of agriculture, livestock, and fishery products can reach a minimum of EUR 25 000 to EUR 2 000 000. Lastly, investments that fall under farm diversification and business development can be availed by applicants starting from EUR 10 000 to EUR 400 000.

Impact

Through public funding, the project intends to financially support the improvement of advisory services worth EUR 3 million and approximately EUR 28 million for farm diversification and business development. Additionally, some of the expected achievements and targets of the project include the modernization of 930 farms and agri-food processing enterprises, 160 young farmers receiving support from IPARD, and 250 recipients of IPARD investments that support rural diversification and business development.
