Increased resilience through the establishment of a democratic and open fibre network in Kainuu
Description
North-Western Kuhmo is a scarcely populated area in the central Kainuu region of Finland that has an economy based primarily on forestry and agriculture, while the information society and public services are all but absent. Electricity is needed to power public services systems, therefore, as part of the Smart Rural 27 initiative, the village and a local cooperative decided to look into more sustainable solutions to manage energy supply, and the establishment of a fibre network incorporated with easy-to-use sensor equipment. Studies were launched into the use of renewable energy sources, more specifically photovoltaics and/or wind turbines, for the vulnerable village, increasing the resilience of the village through the provision of a democratic and open network for use in times of crisis.
Technology
The Northwest-Kuhmo Village Network Cooperative has developed a smart solution combining a fibre optic network with off-grid photovoltaic technologies. Their system features a central unit, and an inverter, charger and a high-efficiency battery, creating a source of reliable, renewable energy. The fibre network is democratic and open, ensuring all community members can access and contribute to its operation, while the incorporated smart sensors enhance network management and crisis resilience. This integrated approach promotes sustainability, inclusivity and robust communication, even in times of crisis.
Target
The main users of the solution are the village inhabitants, the local rural communities, smallholder farmers, agricultural cooperatives and civil society organizations, all of which benefit from the increased resilience of the village, both in daily life and in times of crisis.

Impact
The Northwest-Kuhmo Village fibre-optic network and off-grid photovoltaic system ensure access to reliable communication channels and energy sources, which are vital in times of crises, supporting also local businesses, particularly those engaged in forestry and agriculture. The democratic and inclusive network promotes community engagement and sustainable development, although not without challenges related to the high initial costs, the maintenance requirements and the potential technological barriers. Overall, the project aims to improve the quality of life in the region, contributing also to economic stability.
