Unified State Electronic Fisheries Management System (e-Fish)

Regulation and licensing system

Description

eFish is a Unified State Electronic Fisheries Management System designed to support freshwater fish farming operations in Ukraine. Key features include: 1) online declaration of the right to industrial fishing, replacing paper forms; 2) digital issuance of permits and licenses for fishing activity; 3) electronic journals and reporting tools for fishing activities.

Technology

  • Cloud
  • Desktop/web-based application
  • Mobile app

The platform supports data storage, visualization and reporting functions accessible through internet-connected devices, enabling remote farm management, real-time monitoring, digital permit management, and transparent reporting for fisheries operators and government agencies.

Target

  • Public sector
  • Private sector
  • Large size farms
  • Medium size farms
  • Smallholder farmers

e-Fish targets fisheries operators, government agencies, and aquaculture businesses seeking to digitize compliance, reporting, and resource management processes in the Ukrainian fisheries sector.

Business model

  • Fully free

The e-Fish system is provided as a fully free digital public service developed and maintained by public authorities. The system supports regulatory compliance and transparency in the fisheries sector and is funded through public resources, without fees charged to users.

Impact

Government assessments project that the implementation of the eFisheries digital system could reduce permit approval time from approximately 30 days to around 2 days, lower business costs for document processing by about UAH 150 million annually, increase budget revenues by UAH 15–150 million per year through reduced informal activity, and potentially contribute up to UAH 500 million annually to GDP via improved compliance in the fisheries sector.
